PCI Industrial Computer Manufacturers Group（PICMG）*2
のガイドラインの元、100社以上の業界サプライヤ
および通信機器メーカによって
PICMG3.Xの規格シリーズとして開発された。

ターゲットとしては、ワイヤレスや有線用のサーバー収容などの用途が上げられ、
特にワイヤレスであればBase Station Controllers（BSC）、
Radio Network Controllers（RNC）、Serving GPRS Support Nodes（SGSN）、
Gateway GPRS Support Nodes（GGSN）、Media Gateways（MGW）、
Mobile Switching Centers（MSC）などをBladeとして収容することを目指す。

もちろん、ITU-T/TISPANのNGN標準の為のIMS各サーバをBladeとして収容する
目的にも使われることが考えられる。
